Remnant is a world filled with danger, ranging from the Grimm, the White Fang, criminal empires and other more obscure threats. Apart from soldiers in Atlas, Remnant have huntsmen and huntresses to help defend against these threats. However, you can only become a huntsman if you're rich, and the amount of convulated rules that causes more harm and having to follow all orders from their own respective governments, it is not a surprise that unlisenced huntsmen and huntresses exist.
In the capital city of Vale, crime is skyrocketing, but due to the low price for dealing with them, huntresses aren't doing anything, and despite the police doing everything they can, they are outgunned by these criminals. However, there is a glimmer of light in this time of shadow.
