Catriona Zabini grew up with a close relationship with her cousin Blaise Zabini despite living in Americas muggle world all her life. The summer before her last year at Illvermorny after the second wizarding war her father is called back to England as a head auror. Catriona makes the decision to leave Illvermorny and attend Hogwarts for her last year where she meet Draco Malfoy.
Draco Malfoy
After the war Draco has been cleared from going to azkaban under the condition that he returns back to finish his last year of schooling. There he meets the new transfer student that just happens to be his best friends cousin.
In this Harry Potter world the time takes place in 2025 so phones and such all exist but are still not integrated into the wizarding world.

Of course when she hands in her story to her techer she will change the names of her parents in the story and call it "fiction".
