As the urgent redevelopment of London International Airport begins to take place, the prosperous global industry Building Blocks have been assigned to construct a new runway that will expand into the nearby highway. Not only to create a magnificent feat of technical construction but serves as the only viable answer to expand London's desperate growth to accommodate boosting trade and expanding population. International Rescue want to study the methods and architecture utilised by Building Blocks to ensure in the safety of their specifications.

Once Lady Penelope undertakes investigations concerning Building Blocks' structural integrity, the approval of the new runway is commissioned by London Airport. Skythrust takes to the air. With an impending disaster about to occur, danger threatens London and the occupants aboard Skythrust. And once Thunderbirds 1 and 2 arrive at London, International Rescue are presented with one of their toughest assignments, the saviours of hundreds of lives trapped beneath rubble, or prevent the global spilage into the heart of the London's drinking supply.
