In A-Corp, Athena ponders over the question of Humanity before a subtle and unknown phenomena whisks her away from the clutches of the City. Landing in Japan, she encounters a powerless Boy in a world of Heroes and Villains.

In Musutafu, Midoriya Izuku wonders desperately if he could be a Hero, in spite of his condition as a Quirkless boy. He finds himself at the mercy of a robber, only to be saved by a passing Arbiter, far from home.

In the midst of their journey, would they be able to reach the answers to their own questions?

Senator Steven Armstrong was a charismatic, ruthless, and iron-willed politician who believed in absolute strength and the survival of the fittest. He envisioned a "truly free" America-one where the weak were not shielded by the strong, and everyone had to fight for what they earned. To him, modern society's reliance on government, corporations, and regulations was nothing more than a set of shackles keeping humanity weak. But his vision was cut short. Raiden-Jack the Ripper-put an end to Armstrong's dreams of a stronger America, killing him in battle. Yet, before his death, Armstrong left behind his ideals, passing them on like a burning torch. That should have been the end of the Senator.
