The Capitol has a program made by Coriolanus Snow as a way to get rid of Capitol children without the people of the Capitol turning against him: the children get taught the truth about the districts from a young age and are all but isolated from other children their age until they turn 10 years old at which point they are sent to a district of Snow's choice for 8 months out of the year, returning for the other 4 months with the stipulation that the children must be placed in the games should something seem off about the reaping in the district they're staying in if they fit the required age and gender.
