Abilities and quirks.

It is said that abilities came first.

Gifted to superior humans - rare as a diamond in a lower-class purse.

But once quirks came, it became harder to tell the difference between the two, but scientists studied and investigated, with the conclusion that abilities were truly superior.
Stronger, almost limitless, though many of them have very specific, sometimes odd, requirements. Most though, could be used with little to no consequences, unlike the bodily strain quirks had.

Chuuya, a proud member of the sheep, has been taken in by the Hero Public Safety Commission, and under the wing of up-and-rising pro-hero Hawks.

It sounds straight out of a fanfiction, some 'runt' being taken in by such a renowned part of the government, but it's not all full of what hopeful on looker such as me and you would imagine.

Sometimes, it comes with near-death experiences, and other times, the questions of loyalty...
