All for One wanted nothing more than having an army that could take down that fool All Might. No matter who has One for All, he has failed obtaining it. He has had men fight for him without success, he needs something more, something better. Seeing his Nomu project taking more than three decades, he needs something faster. Soon, he meets a child who he can use, and not long later he has his own children. That is when it clicks, CHILDREN, they are easy to mold and bend to his will. Maybe, even make them more powerful than All Might and other Pro heroes. Using his connections, he gathers many children ranging in age of 6 to 16 to create the army he will use to defeat All Might once and for all. Even if he has to use his own children. He will turn them into the perfect weapons, ready to do whatever All for One wishes. With his connections to Tamina Hospital, he gets other ingredients he needs, DNA of powerful quirks.
Unfortunately, he did not account for the resilience and intelligence of the children.
