That's not the whole quote. It goes on to talk about how, at birth everyone is equal, but things like effort and situation change their value. However, this quote was said before Affinities came into existence. Now, the simple answer is no. Equality ended the moment Affinities appeared. The rarer your Affinity, the higher your worth.
