After he killed the queen, they were notified and caught the assassin and put out his flame. The snow king, King Colton, was furious that the Fire Kingdom wanted them gone. He made a new law stating that if people from the Fire Kingdom touched the soil of the Snow kingdom they will extinguish their flame. To match their law, King Atash set a rule to vaporize their snowflake souls if they dare to touch their burning land. Many people over the centuries have disobeyed the laws and went over to the others land and payed the ultimate price. They both sent brave warriors to the other kingdom to try and take over their land, but lost all who tried.
