Watts arrests Ronald Windleaf, a former mental patient, for distributing photos of the victims. Watts believes the case is solved, but high school students Katty and Jacob suspect Ronald is a scapegoat. Their suspicions are confirmed when a third body is found in the same location, along with a note from the killer proving they are still at large.
