In the town of Springvale, two teenagers, Jack and Jessie, are murdered. The police, led by Sheriff Watts, initially link the deaths to stab wounds, but autopsies reveal different causes of death. Watts arrests Ronald Windleaf, a former mental patient, for distributing photos of the victims. Watts believes the case is solved, but high school students Katty and Jacob suspect Ronald is a scapegoat. Their suspicions are confirmed when a third body is found in the same location, along with a note from the killer proving they are still at large.
