Vigilantes are a problem in hero society. Regulations are broken and the bureaucracy gets messy for the people who have to do it. While most like that Vigilantes help with no reward, it can have a downside. But imprisoning Vigilantes does have a strain on trust with the public.
So, for those who have been vigilantes before, and are in the right age group. U.A has volunteered to be a part of the beta test of the VRP(Vigilante Reform Program).
10 former Vigilantes who are in the right age range will be selected and then tested through exams, and later on undergo a practical exam. If they score good enough on the exam will take the practical exam, only the top four will get into U.A. because too many added into the classrooms could prove to be a straining on the other students.
Those who do fail the exams, if they came from Juvie, will get help with getting parole. They will also be on a waitlist in case the current former vigilante students don't work out or if other schools end up requesting to be part of this experiment as well.
This is the story of how 4 teens outcast for trying to help, changed society forever. It is the story of tragedy and regret, of love and adventure, of kids giving
bureaucrats migraines. Can you call yourself a hero if you just follow orders? Or do you have to break rules to help those around you?
Note: I do not own anything from MHA or the Massiveverse. MHA belongs to Kōhei Horikoshi and the Massiveverse was spearheaded by Kyle Higgins.
(Also I plan on ignoring any language barrier for narrative convenience like how aliens somehow speak English and nobody questions it. I could have an explanation for it, but I don't really want to focus on it, because I just want to write the story. Just assume they were able to learn Japanese with help or something, I want to focus on the story not too much on realism, after all it is My Hero Academia, a world where people can have spray bottles for heads; it'll be like the dubbed version)

In a world where 80% of the population has a quirk, Izuku Midoriya wasn't born with one, but that wont stop him from entering into the UA, one of the most prestigious superhero schools. For years, the quirkless have been banned from joining any form of superhero school, and Izuku has been one of the first few to have been admitted into the hero course without a quirk. With his keen intellect in machinery and being a passionate builder since he was young, Izuku hopes to use these traits of his to become the first quirkless hero, hoping to fully show the world that truly anyone can be a hero. In a world where superpowers are abnormal and only a few, about 0,0127% of the population, were chosen to possess these abilities, were you, like most others, powerless. It's not that you were surprised when you didn't manifest an ability during childhood, most people didn't anyways. And it's not like you even had the time to play hero, you had a lot to do... like starting highschool, and meeting new people(very scary). Working part time, so you can afford all your expensive hobbies. And worst of all, you got added to a class group chat, which was DEFINITELY not your class group chat, but you just didn't know how to say it. And maybe it was easier to just act like you were the classmate they thought you were, even if you had absolutely no idea what was going on. It didn't help that the person they thought you were, had the same name as you, and it took you a while to realize that it was in fact not you. You had never imagined that one day you would awaken superpowers, accidentally save someone of higher status and blow up on social media overnight. And it's not your fault that you keep ending up in situations where you have no choice but to help people.
