Vigilantes are a problem in hero society. Regulations are broken and the bureaucracy gets messy for the people who have to do it. While most like that Vigilantes help with no reward, it can have a downside. But imprisoning Vigilantes does have a strain on trust with the public. So, for those who have been vigilantes before, and are in the right age group. U.A has volunteered to be a part of the beta test of the VRP(Vigilante Reform Program). 10 former Vigilantes who are in the right age range will be selected and then tested through exams, and later on undergo a practical exam. If they score good enough on the exam will take the practical exam, only the top four will get into U.A. because too many added into the classrooms could prove to be a straining on the other students. Those who do fail the exams, if they came from Juvie, will get help with getting parole. They will also be on a waitlist in case the current former vigilante students don't work out or if other schools end up requesting to be part of this experiment as well. This is the story of how 4 teens outcast for trying to help, changed society forever. It is the story of tragedy and regret, of love and adventure, of kids giving bureaucrats migraines. Can you call yourself a hero if you just follow orders? Or do you have to break rules to help those around you? Note: I do not own anything from MHA or the Massiveverse. MHA belongs to Kōhei Horikoshi and the Massiveverse was spearheaded by Kyle Higgins. (Also I plan on ignoring any language barrier for narrative convenience like how aliens somehow speak English and nobody questions it. I could have an explanation for it, but I don't really want to focus on it, because I just want to write the story. Just assume they were able to learn Japanese with help or something, I want to focus on the story not too much on realism, after all it is My Hero Academia, a world where people can have spray bottles for heads; it'll be like the dubbed version)

Aizawa: I made a mistake. I saw a kid struggling and labeled him a lost cause. I kicked him out of U.A. because I thought he was a danger-to others and to himself. But the truth is, I failed him. Hawks: You don't get many chances to find someone like him-someone who's broken, burned, and still burns brighter than the rest. Izuku Midoriya... that kid's all instinct, teeth, and heart. The first time I saw him move, I knew he had potential. Not hero potential-not the glittery PR kind. Real potential. The kind that survives when everything else falls. He's reckless, sure. But he listens. Learns. And he keeps going even when the world says stop. I'm not just watching over him. I'm betting on him. He's going to change everything. I just hope he survives long enough to see it. Izuku: I'm not going back. Not to classrooms or ranks or fake smiles. I don't need applause-I need answers. I need justice. I was thrown away, cast out because I am blind. Fine. Let them judge. I'll be their ghost story if that's what it takes to be recognized. I walk alone because I chose to. Because someone has to.
