In the fractured nation of Virelia, every citizen must pledge loyalty to The Accord, a peace treaty signed after the War of the Thousand Hours. The treaty forbids not just weapons, but any act of public defiance, branding even small protests as "war declarations."

The story follows Elias Rourke, a former soldier turned public mediator, whose job is to prevent conflicts before they start. When a city is accused of "beginning war" simply for refusing government ration quotas, Elias is sent to negotiate.

But as he digs deeper, Elias realizes the government's definition of "starting war" has nothing to do with weapons - it's about thoughts, words, and any refusal to obey. And once branded a "war initiator," a person is no longer a citizen... but a target.
