After a villain attack leaves the city in ruins, she and Bakugo refuse to keep running. Branded as criminals, hunted by both heroes and villains, they fight back - not for the Commission, not for glory, but for the people.

The Hero Commission unleashes the Hero Hunters to crush the Rogues. Bakugo is captured, but she leads a reckless rescue that proves her strength and wins her people's loyalty. From then on, the Rogues evolve - building safe zones, shelters, and protection where heroes failed.
The Commission strikes harder, but every battle only rallies more civilians and defecting heroes to their side. Finally, in a city-wide war, the Rogues bring the Commission down.
What began as rebellion becomes revolution.
