The reigning government, "The Ministry", is leaning away from their Were-wolf and Shifter pasts, despite everyone in the city being Hybrids: an evolution of Humans and Shifters. After the Shifter wars, and a close-encounter with an Apocalypses and Epidemic, All that survived were Hybrids. With numbers dwindling, The Ministry has enacted policy after policy to ensure the success of their civilization. Everyone must play their part.
