He took her here to train at the Legion Academy since her cousin thought it'd be a good idea if she wanted it. But the Legion of Super-Heroes has issues of their own, a group called the Dark Circle are looking for a weapon and it's locked inside the Legion Academy Vault, the three Legionnaires in charge - Timber-Wolf, Chemical King and Shadow-Lass, didn't need a "Brainiac and Supergirl rivalry" problem in the mix.
