Most of the people from Konoha didn't believe there was another survivor of the Uchiha Clan because Sayori was kidnapped at a very young age and hardly anyone knew of her existence.
The story starts off with the Chunin exams, when the Sand meets the Fire. Gaara felt a strange, unfamiliar pull to her, not knowing exactly what it is at first. He doesn't yet know what "love" really is, until he met her...
