Chloe is the sister to Finn and Kurt. After their parents died, Finn and Kurt are the ones to look after their adopted little sister that Burt and Carole adopted. Chloe was finally happy that she had a family only to have it ripped away from her once again, but she was glad to still have Finn and Kurt as her big brothers because they were the only ones that stuck out of her when nobody else wanted her.
