The Capitol have had their eyes on Calla's older brother, Calyx, for over a year. He's the ideal pick for a victory, and on the year of the 69th Hunger Games, he turns 18. Only, to ensure the entertainment of the Capitol viewers, they double rig the slips. 
It was never a game of chance, in the mind of the picker every name in the girls bowl said Calla Nolan, and every name in the boys bowel said Calyx Nolan.
