And if Oliver doesn't do something, that's all they'll ever be, at least until one of them moves out, because Percy certainly won't do anything. He's too exhausted and overrun with work all of the time to deal with his personal life to notice what's going on between them. So that leaves it to Oliver to catch Percy's attention and confess his feelings.
