When the killings begin to expose secrets buried deep within the Commission's archives, they send in their best operative: Keigo Takami, known to the world as Hawks, the Winged Hero. Charming, cunning, and endlessly loyal -or so they believe.

His mission is simple: find Raven. Eliminate the threat. End the chaos before the world sees what the heroes really are.
