Midoriya has become an annoyance to the league. Killing Midoriya has proven too difficult, and the league has learned that turning a UA student against heroes isn't easy from kidnapping Bakugou, so instead they gather reinforcements to capture Midoriya by using the combined efforts of two quirks: Suggestion and Overwhelm.
