Once a feared villain in the eyes of the world, James Rourke, is arrested and remanded into the custody of the SDN, pressed to serve in the newly fostered 'Phoenix Programme'. A simple though disastrous plan by naïve Supes to 'rehabilitate' people like him. 

However, instead of a legends welcome among his fellow evil-doers, James finds himself placed with the lowest of the low, a literal 'Z-Team'. A bunch of  amateurs, all under the command of a former Superhero with no powers to speak of.
