Fury knew who Natasha was the first second he met her. She was the Red Rooms biggest success yet also their biggest failure. She had more blood on her hands than any other KGB assassin or Shield agent. She could destabilise entire government's in minutes, enough intelligence to unveil the secrets of the world.
Fury never really trusted her, deep down he hoped she would be killed on a mission, leaving him to tie up a few loose ends and file it away. Too dangerous to let go, yet too useful to destroy.
She was the ultimate weapon. But every weapon has a weakness, and hers was you. Her daughter.
