Crane, ever the master manipulator, has one final, horrifying demonstration planned, one that will bring the true meaning of fear directly to the most powerful man in the world: President Lex Luthor himself. Can Batman stop the widespread terror before Gotham succumbs to its own darkest fears? And what will be the ultimate price of this "unburdened" existence?
