Onyx Rose is seen as a threat in the eyes of the Magic Council. Makarov sees him as another trouble maker but also as a powerful mage who can do what most cannot. Lucy sees him as a misunderstood guy who just needs a little guidance of the right type.
However, Lucy soon realizes why the council sees him as dangerous and why Makarov sends him to do what others can't and/or won't.
