Following the aftermath of the Final War, hero society has shattered. Japan is still in pieces, hero agencies continue to crumble, and the world's faith in heroes had decreased as society saw the chaos that inevitably followed them. Now a world full of broken trust and unstable governments, crime has risen significantly. And now, a new era has begun to rise, an era of anything but peace, and only fear.
Vigilantism had become a dangerous method of either heroism or villainy as people began to take things into their own hands. We now follow a vigilante, one who simply should have never existed. Her name was always whispered in fear... Hell Break. Born as Tenshi Kusu (her stupidly ironic name), now the last survivor of the villainous Kusu clan, wields the demon quirk. She is the result of pure evil, disgusting breeding and demon worship that became the source of her dangerous quirk. Despite such a background, she continued to commit heroic acts with villainous methods, never revealing herself to anyone. The public sees a monster... But to few, she's considered a necessary evil.
Contrasting from the darkness, UA and other hero academies began training new heroes again, at least the few they could still obtain. A new class 1-A has taken a stance at heroism, despite the world's hatred. New pros have maintained their roles the best they can, still being heroic for nothing in return anymore. But with the help of the new Hero Public Safety Commission's president, none other than Keigo Takami, former pro hero Hawks, hero society is attempting to rebuild.
With new rising dangers that threaten the complete destruction of a wounded world, tension rises among everyone. A new generation of heroes and pros, a vigilante among multiple that is chaos and power reincarnate, and a tired Hero Public Safety Commission president, unsteady bonds are forced to form, in order to save the world once again...
