Toya Todoroki died at thirteen.
That's what the world believes.
A burnt corpse, a closed case, a tragedy swallowed by the media.
But the Todoroki family never found a body.
And the HSPC found him first.
Waking up months later in an expensive government hospital, Toya learns two things:
Enji Todoroki surrendered his guardianship.
The public thinks he's dead.
Now property of the Hero Safety Commission, Toya is placed into a covert trainee unit alongside Mirko, Tenko, and a messy-haired, sharp-tongued Kira-better known as the future Hawks.
No scars.
New identity.
A "pure frost" quirk they force him to display.
But fire doesn't die that easily.
