In a post apocalyptic world, the reestablished population of earth lives on a number of cities that float on a planet of water.
Clarity Peletier is a direct descendent of the founding brother of her city and is royalty because of it. To her and the citizens, the other cities are only a myth as they've never seen them and have only been told about their apparent creation one thousand years ago. This all changes when they realize another city is approaching their's quickly.
When the two land masses collide, the rulers of each tell the citizens to stay away from each other. But when Clarity leaves her castle to catch a glimpse of the new city that she has only heard about, she runs into a boy named Griffin and after that...
