When Nerissa has a mental breakdown, her town freezes over. They finally had a reason to take her and they did.
She's forced to live in a manor with others like her as part of a secret government program. It seems like the perfect place. None of the others feel like prisoners.
For a foster kid, it should have been bliss but it wasn't. It couldn't. She knew that something was wrong with the program.
