In a world surrounded by water, Shozu Kabata, a 19 year old who lives in Kyoto, Japan, lives in a world where 30% of the Earth's population consists of Hydrokinetics, people that have the ability to control water. Shozu works for the LGA (Life Guard's Association) and must use his Flow to defend humanity against the monsters of the sea called Sea Demons. These Life Guards are humanities defenders and must use their abilities to fight the Sea Demons bring peace to the world.
While Shozu may be a Pool Boy, and classified as a Pond level threat, he must go on a spiritual journey to find his true origins, and accept himself in the process.
