After The Custodians made a reluctant deal with The Devil to stop the Deleter and save the world, they must now face the fact that The Devil, using the alias Max Videl, is running for president. Knowing who he actually is, Rex also bets on himself and decides to run against him. Max wins the race and decides to make vigilantism a crime, banning superheroes. He also transforms Clover Kill's AI robot, Horse Anna, into his unstoppable killing machine named Trojax. The Custodians must find a way to stop his reign of terror as he employs Lady Limerence as his Vice President under the alias Madison Vale.
