The killings don't begin with screams. They begin with silence. With no face to chase and no motive to arrest, Elias finds himself investigating not just a Presence, but a centuries-old bargain built on denial and sacrifice. As Elias pushes closer to the truth, the city turns against him. His badge is stripped away. The rules close in. And the headless Presence steps closer, no longer content to remain in the shadows. To stop it, Elias must decide whether to expose the truth or uphold a pact that keeps the city alive by letting it forget.
