The British mafia, the Kirkland Family, is allied with a Japanese Yakuza, the Mizuno Clan, due to their common interest in drugs and illegal stuff, and they share a few common enemies. Their heirs, Kenneth Kirkland and Kouichi Mizuno, are friends and will do anything to secure their families' safety, reputation, and wealth and protect their loved ones from their enemies, corrupted cops, and corrupted FIB.

Various gangs and criminal groups are interested in this new drug called Red Ice, which the Red Ice Task Force is investigating.

Meanwhile, Kouichi's younger half-sister, 18-year-old Suzume Miyama aka Suzume Mizuno, just wants to attend her last year of high school in peace without getting dragged into the chaos and getting random visits from a certain red-haired and green-eyed dude from the Kirkland Family.
