Intelligence, art, and creativity are the major talents. 

The city was created to acknowledge the brightest amongst the rest of the world. It was for those who carry themselves upon a form of art. For those who have enough creativity to dream big and have enough persistence to turn those dreams into a reality. The civilians of the great city are meant to change the world and its people as time goes on and technology advances. The city is for those with a natural aptitude or skill to impact their world, for the talented. 

But there is a flaw. This seems like the perfect city to effect the world into becoming perfect. There is only one issue; perfection does not exist.
