Luke is your average guy going to your average school. If you knew him, he'd be the last person you'd expect to be recruited to work for the goverment, much less a secret spy agency. Afterall, if he was, he wasn't even supposed to be there. He would just be the tag-along hoping on for the ride. And if he even managed to survive all the terribly hard tests, then it's not like he'd be part of this plan to stop the will-be biggest war in history.
