Heroes don't quit. Heroes never give up. They morph into beacons of hope until the day their heroic acts kill them,they die with honour. It's sure as hell killing Azaar,that's why he's quitting.
Nobody is backing him on his decision but it's fine,he stands with it. He knows why this has to be done and he's doing it. He doesn't need to explain himself to anyone,except maybe his replacement.
When Heroes disappear,they normally don't have someone of equal strength to step in,but he does. His final mission? Show him the ropes and its over with,
