Izolda is descended from a long line of warrior women, kelpie-hunters. As a trainee, she os sent to Nimah's Fortress on the dangerous Land Under the Wave, where she begins training under her intimidating older sister, Commander Cordelia. As she bonds with fellow trainees and prepares to fight kelpies, she is exposed to unsettling truths about their growing "threat."
