Fred has hate Mira Black since the first year at Hogwarts. She was the daughter of Sirius Black and Moncara Black.

Monocera Black is the youngest sister from the family Black. Her other sister are Bllatrix lastreng, and Narssica Malfoy.
Moncera Black was one of the Death Eater. In the war she has kill the brother of Molly Weasley. I think that explains why Fred Weasley hate her.
