When Hawks presented as an Omega, he was force-bonded to a Commission Alpha to mask his scent and pass him off as a Beta. He rose in the ranks, and was eventually assigned the critical mission of infiltrating the League of Villains, which led him to Dabi.

Dabi had been in love with Hawks since they were kids. He knew it was dangerous to keep the hero around, but his inner Prime Alpha just wouldn't let him go. He hadn't even known Hawks was an Omega, let alone a bonded one, so when he killed a corrupt Commission Alpha, and Hawks started to die, too, Dabi panicked and bonded the Omega in hopes that overwriting the bond would save his life.

In the aftermath, they're stuck navigating a haphazard bond built on a relationship that has never been anything but turbulent as long as they've known each other. It's rocky, but it's a worthwhile feat, and they're determined to make it work.
