No Metas in Gotham

In this AU there are no metas in Gotham at all, there's a League but no Batman funding, only from the other heroes, there's a birds of prey but only Gothamites without meta abilities, there's a teen titans but Starfire is the leader not Nightwing, Signal is a meta but he doesn't use those abilities in Gotham, Gotham is the most feared city in America, not only are the rouges dangerous but, the protectors of the city are vigilantes, they're called The Bat Family. No hero outside of Gotham works in Gotham unless, one of their rouges are found in Gotham. The closest things to meta are magic users and even they are rarely accepted by others.

Though one day the villains in Gotham all worked together to make a powerful toxic gas for Gotham. The court, poison Ivy, Joker, Harley Quinn, two face, Riddler, the scarecrow, and a few other Gotham villains banded together so that a certain villain can release said serum without being stopped by the Batman nor his usual teammates. The villains were stopped, but it was late, the gas broke out and a lot of civilians were affected including the batfam.
