Tommy had never had a true home. His parents died when he was very young, and after living with his grandparents for a few months, he had floated from foster home to foster home for his entire childhood. They just weren't ready to handle a "troublesome teenager" as he was labeled. Some, though, some used him. Some took the money given to them to care for him and pocketed it.
