After 500 years of pain, courage, and sacrifice, President Calypso Snow decides the punishment has went on long enough, and that this should be the final year of the games. And everything, including these games need to blow out with a Big Bang.

That's why the Capitol's last quarter quell slip read "In reminder that the past is never truly behind us, every single previous quarter quell twist will be incorporated into this year's games."
