Mistborn: Garrett's Copper Cloud

Garrett, second son of a minor noble House in Luthadel, carries the mind of a Chicago urban-planning consultant who died at thirty in a hit-and-run on a Tuesday morning, and wakes at twenty-two into a city where ash falls every day and the Lord Ruler has held the Final Empire for a thousand years without a single successful rebellion. The system he carries is called THE COPPERVAULT REGISTRY - a noble-skaa hybrid pact-architecture seeded by Preservation's Kandra-pair seven hundred years before the canon's fall, activated by a tongue-bite and the sub-vocalized phrase ferrum sub terra, manifesting as a spectral underground hall in Luthadel's bedrock where copper-oxide torches burn blue-white. He is a Copper Misting only: no Mistborn metals, no combat role. His cloud is infrastructure - every meeting he hosts within it is hidden from Inquisitor Steel-Sight. Sixteen prior skaa rebellions failed because none of them had institutional substrate after the fighting stopped. Garrett's project is to build the governance architecture before the rebellion happens, binding nobles and skaa to common ruling-debate under a magic-enforced oath, so that when Vin kills the Lord Ruler roughly fourteen months from now, there is something left to govern with.
