The Annual Jorvik Council Budgetary Planning Comittee

The annual meeting of the Jorvik Council Budgetary Planning Committee is the most important event of the year. Within the austere chambers of Silverglade City Hall, the most important citizens of Jorvik gather to discuss what is to be done with the island's finances. With Garnok's return growing ever closer and the island's inhabitants becoming increasingly panicked over the state of the infrastructure, it's up to the Council to secure the future of Jorvik.

How will they accomplish this most momentous of tasks? With more horses, of course!
