Mykolaiv has always built ships. But some of its secrets have outlived even the vessels that were long ago reduced to scrap. In 2009, Andrii Kovalenko enters the old Dry Dock No. 4 at night carrying a folder of documents that were never meant to survive. Among them are traces of the Mykolaiv Agreement, a pact made years earlier that determined who truly held power over the city's shipyards. Andrii intends to make the documents public. By morning, his life has changed forever. His fall into the dry dock looks like an accident. To those who know too much, it is anything but. Years later, the forgotten document resurfaces. With it come old family names, missing archives, buried deals, and people whose influence over the city was never limited by official titles. The deeper the truth behind the Agreement is uncovered, the clearer it becomes that this story is not only about shipyards, money, or politics. It is about a system built by generations of people who came to believe that Mykolaiv belonged to them. The city changed flags, factory names, directors, and owners. The system remained. And to discover who sent Andrii Kovalenko falling into Dry Dock No. 4, someone must first answer a far more dangerous question: Who has really been ruling the city of shipbuilders all these years?
