This AU begins with a massive secret hidden at the center of hero society.

The Hero Public Safety Commission discovered that fear keeps society under control. To guarantee public support for heroes, they secretly launched a project called the False Villain Project. Instead of allowing certain powerful and misunderstood individuals to become heroes, the Commission used shapeshifters to impersonate them and commit crimes in their names.

As a result, the world believes that Tomura Shigaraki, Dabi, Toga, Twice, Spinner, Kurogiri, and Mr. Compress are dangerous villains.

In reality, they are heroes.

The real Tenko Shimura, known as the rescue hero Foundation, uses Decay to safely remove unstable buildings and save civilians after disasters. Toya Todoroki, known as Blueflame, rushes into fires to pull people to safety. Himiko Toga, known as Lifeline, works alongside hospitals and emergency responders. Jin Bubaigawara, known as Multiplex, uses his clones to evacuate entire cities. Spinner fights discrimination and helps communities. Together they become known as The Hero League.

Everything changes when Izuku Midoriya discovers proof that the League is innocent. He witnesses two Shigarakis existing at the same time: one committing crimes on television and another rescuing civilians in person. Realizing something is terribly wrong, he brings the information to Aizawa, who eventually reveals the truth to the UA staff.

UA secretly allies itself with the real League.

Together they expose the Commission's lies and begin creating a better society.
