Azula is a 19 year old werewolf.  After the Obliteration, in a time when mates are no longer a reality, most marriages are arranged, so she's not surprised.  Being the daughter of Edgar McVoughn, one of the strongest alphas left, she was bound to be betrothed sooner or later.
