Kypris would not be in your definition of a "safe" city. The buildings are bunched and crowded, and the streets are filthy. The noise can go from as quiet as a graveyard to ear splitting in seconds. Barely a quarter of the population has a steady job, and crime is rampant. Worst of all, everyone dies before the age of 40 due to a mysterious plague.
