The year is 2237. After complete world collapse in 2192 and a period where dynasties rose to power and set almost as regularly as the sun itself, a new government agency rose to power. The ARC – Alternative Rehabilitation Coalition – is a multi-tiered world governing body, who's main goal is to help displaced aliens and gifted humans become productive members of society and keep the peace for Earth's citizens. At least, that's what the unassuming people of Earth believe. Those who live inside of ARC' s rehabilitation facilities, and those who risk digging deeper know the truth. The Coalition is nothing more than a glorified prison, with the intention of raising their inmates to do their dirty work. Disposable scapegoats for the public eye.

Known only by her ID number by most, Lilah, entered ARC's rehabilitation program as an infant. According to the ARC database, she is the last of her kind, rescued from her abandoned planet. Raised within the facility, she knows nothing of her origins, or the true nature of her kind. She has been raised and ARC has honed her abilities to quickly dispose of any threats. Even though she feels it is wrong, she has no choice, ARC will kill her if she doesn't obey.

When she meets Roger, another of her kind who escaped and is on the run from ARC, she is suspicious of his stories. He reveals things only she knows however, a slow trust builds between them as they unravel the secrets of her past and the world's governing body. As the truth is revealed, Lilah, Roger, and a group of fellow rebels make it their mission to show the people what the ARC's true intentions are, and expose their many secrets.
