A few years after the 74th Hunger Games, Katniss and Peeta have left Panem, allowing the new President, Layla to re-start the Hunger Games under Snows orders. Cathy Parks is Clove's little sister from District 2. Cathy is sad for her sisters death and wants to enter the games to kill the districts who allowed her to die but decides instead to stay at home, but even though hundreds of peoples names are in the lottery, she gets picked and no one volunteers.
